Our Mission

Our Mission is to engage in cooperative ventures of innovative technological significance that will advance education, science, conservation, health care, and economic development within Lea County, New Mexico, and the Permian Basin.

Working With Us

New Horizons Foundation focuses primarily in the areas of oil and gas, advanced material, environmental technologies, and advanced manufacturing. 

If an entrepreneur or business is missing technical data on how to proceed with a new idea, NHF can use our resources to provide a potential solution. Our attorneys offer legal assistance concerning patents, trademarks, or non-disclosure agreements, and our contacts at research facilities within the Department of Defense or Department of Energy  can aid with technical issues or processes.

Each project at the NHF has its own unique set of challenges, so we treat each one on a case-by-case basis, formulating our involvement as the project requires. Some projects are completed free of charge, some are contracted with division of potential revenue. 

New Horizons Foundation was originally founded and funded by the New Mexico Junior College and the Lea County Government in New Mexico. The intent was to enhance the economic vitality in southeast New Mexico and the Permian Basin by helping to develop and enhance existing companies with technology. Our goal is to provide jobs and opportunities for young people in this region, giving them a reason to return and work here.

Revenues received by NHF can be utilized in a number of ways:

  • Scholarships to train our workforce in the many new technologies that exist
  • Training programs for the technologies we help to develop
  • A potential funding source for start-ups that are willing to locate to southeast New Mexico

Our History

2012: Formed in 2012 as a 501 © (3) exempt private foundation. Funding: NMJC and Lea County

2013-2015: Executed DOZENS of numerous agreements with Dept. of Defense & the Army Research Labs to share research & development

2014-2016: Identified potential needs in the oil field where research & use of Dept. of Defense labs would be beneficial

2016-2019: Developed a muffler for fracking units & drilling rigs; developed & patented tool that stimulated oil production

2020-2022: Based on a worldwide market analysis NHF refocused the muffler use for generators and smaller equipment; a new prototype is being tested

2022: Conducted meetings with local business leaders to determine technology areas NHF should focus on

2021-2024: Building a larger database for successful well completions for Hydrotool; redesigned the Hydrotool focusing on horizontal wells
