Tucked away in the small town of Hobbs, New Mexico, is a little known research and development foundation with one-of-a-kind access to cuttingedge technologies developed by Department of Defense laboratories across the country—access that no other organization has been able to accomplish. What’s more, the technologies being commercialized at the foundation will likely lead to new jobs and a more diversified economy for this community of 42,000, whose fortunes are tied historically to the boom-and-bust cycles of the oil and gas industry.
The New Horizons Foundation (NHF) was created in 2011 by the Lea County Commission and New Mexico Junior College to stimulate new, sustainable, economic growth in Hobbs and Lea County.
