New Horizons Foundation

New Horizons Foundation was created and jointly funded by the Lea County Commission and New Mexico Junior College in 2011. The foundation’s goal is to create an environment that enables the private sector to generate sustainable economic growth and wealth creation for Lea County.

Ron Black, President
A member of the NMJC Board of Trustees, Ron Black also serves as the chairman of the Lea County Commissioners.

Kelvin Sharp, Vice President
Appointed president of NMJC in 2016, Kelvin Sharp is an accomplished higher education administrator and community leader.

Gregg Fulfer, Secretary
A business owner in Lea County, Gregg Fulfer also owns several oil and gas leases in Lea and neighboring counties.

Mike Gallagher, Treasurer
Now serving as Lea County manager, Mike Gallagher formerly was with the New Mexico Department of Transportation.

Tres Hicks
Chairman of the Economic Development Corporation of Lea County, Tres Hicks is also chairman of the City of Hobbs Planning Board.

Guy Kesner
A former chairman of the Board of Trustees for NMJC, Guy Kesner serves in a number of public and private leadership capacities in Lea County.

David Schmidly
Former president of the University of New Mexico, David Schmidly also served as the president and System CEO of Oklahoma State University and prior to that was the president of Texas Tech University.

Dale Gannaway, Executive Director
As NHF executive director since 2012, Dale Gannaway works closely with the Board of Directors and directs the NHF staff to utilize the foundation’s business model to provide unique technology commercialization capabilities for Lea County, New Mexico, and the Permian Basin.
